Go into Developer Options menu, and scroll down until you see the "USB configuration" menu item. Now when you scroll to the bottom, you'll see a new menu item called "Developer Options" above About Phone. Once you've activated the Developer Options, use the "Return" arrow on your phone to back out of the menus until you return to your Settings list. After a number of taps, the phone will notify you that it's turning on Developer Options.
